Planning Board Roundup: New Trail, Tabled Projects

The Sanford Planning Board reviewed several projects and approved a few during its December meetings.

On Dec. 17, the board unanimously approved a proposal to develop a quarter-mile, ADA-compliant trail with a crushed gravel surface on property at 25 June St. owned by MaineHealth. The trail – which will enable people of all abilities to walk a half mile, up and back – will include a labyrinth.

Also on Dec. 17:

Main Street solar: The board tabled an application for a ground-mounted solar project on property owned by Wendco of Epsom, Inc. at 1340 Main St., behind Wendy’s. There was a long discussion on buffering along the solar array to address the neighbors’ concerns. There were also some concerns about drainage.

New Dam Road solar: Developers of a previously approved solar project on New Dam Road received approval to downsize the project in accordance with final engineering to improve efficiency and reduce environmental impacts. The solar panels’ wattage was increased, which let them use fewer panels.

Barth Way – Nasson Development: The board tabled an application for approval of changes to be made during construction of Phase I of the housing development on land formerly owned by Nasson College. There were concerns about the need to add turning room for the city’s fire trucks. Board members would like to see some other minor changes made as well.

Stenton Mill Redevelopment: On Dec. 16, the Site Plan Review Committee got a preliminary look at plans to create approximately 155 residential units and make site plan improvements to the long-vacant former Stenton Mill building at River St. Developers Chinburg Builders, Inc. are proposing the development for the mill property and would need shoreland zoning approval to make site improvements to land owned by the Sanford Sewerage District. Chinburg is the same developer currently turning the former Jagger yarn mill on Water Street in Springvale into apartments.

At its Dec. 3 meeting, the full Planning Board approved one proposal and tabled another.

90 Morrison Road – A conditional use application to add a new, small-scale (no more than two vehicles) motor vehicle sales business on property owned by Matthew J. and Danielle M. Payeur was approved. There was some discussion about dumpster visibility and vegetated buffering.

Green View Lane – The board tabled an application from Adam Blaikie & Associates, LLC to purchase approximately 21 acres of undeveloped land that was part of Lot 5, Country Club Estates, and remove a note on the approved subdivision plan that prohibits any further development of Lot 5, which is currently owned by Keith A. & Sheryl M. Goodnough.

The decision to table the application came about because the owners of Lot 5 had not been notified. The Planning Department will reissue the abutters’ notice to all abutters, including the owners of Lot 5. The land (21 acres) would be transferred to the Bauneg Beg Country Club (Sanford Country Club). There is also concern about the note being removed.
