Planning Board Roundup: January and February

The Sanford Planning Board last month viewed preliminary plans for redevelopment of the former Stenton Trust Mill building at 13 River St.

At its Jan. 7 meeting, the board reviewed Chinburg Builders’ application for approximately 155 apartments and site improvements on the lot, including property now owned by the Sanford Sewerage District. Chinburg, which is also converting the former Jagger Mill in Springvale into apartments, is seeking a contract zone that would eliminate the need to provide commercial space on the ground floor of the downtown building. The board recommended that the City Council approve the contract zone.

The Stenton Trust building was one of two on the property before fire destroyed the second building in 2017. That building was later demolished.

At its most recent meeting on Feb. 4, the board unanimously approved an application for a minor subdivision amendment for 10 Rankin St. in Springvale. Owner Kendra Ramsell plans to split the lot in two.

At their Jan 21 meeting, four board members approved an application for Greenlight, LLC to operate an adult use retail cannabis store at 12 Smada Drive, near the intersection of routes 109 and 99 in south Sanford. Two board members recused themselves from this vote because they are government employees. Recreational cannabis is illegal under federal law.

Also at its Jan. 7 meeting, the board voted 5-1 to approve an amendment to a minor subdivision application for property at 27 Green View Lane, near the Sanford Country Club in south Sanford. The applicant, Adam Blaikie & Associates, wants to transfer about 21 acres of the property to the country club.

Board members at that meeting also reviewed a subdivision application from Matthew and Robin Colton for property at 136 Harry Howes Road. The Coltons propose to divide the parcel into six lots and to build a new private lane for access to two of the lots from Harry Howes Road.

Both this and the Stenton development will need to return to the Planning Board for final approval.
