Planning Board Roundup: More Housing OK’d

The Sanford Planning Board gave the green light to several housing projects in town during its meetings in August and September.
On Sept. 17, the board approved amendments to the subdivision plan for the Hillside Crossing Condominiums off Railroad Avenue in Springvale, including changes to stormwater management and privacy fences and patios for condo units.
A number of condominium owners and local residents complained about the asphalt sidewalks in the plan as it was presented at the Sept. 3 meeting. There was also a safety concern about the lack of a stop sign at the end of Signal Street connecting to Spring Hill Drive, where they said construction vehicles are known to come through at unsafe speeds.
The application was tabled at that meeting and then approved at the next session after the applicant, Hillside Properties, proposed concrete sidewalks and promised to install a stop sign.
Also at its Sept. 17 meeting, the board tabled an application for a subdivision with six single-family homes on property owned by Thibeault Properties off Railroad Avenue and Ridley Road until it can see final plans for the 75-foot private way into the development.
In other actions:
Whispering Pines: At its Sept. 3 meeting, the board approved a new 16-unit building at 1749 Main St. in South Sanford, part of the Airport Manor complex. The application had been tabled in August because board members wanted to see more recreational space as part of the project. The applicant, Scarborough Woods LLC, added access to the courtyard, benches for airplane watching, a deck for lounging and a small sandbox area.
Shoreland request: The board on Aug. 20 gave conditional after-the-fact approval to a foundation at 15 Fife Lane that was installed years ago without a permit. Shoreland zoning at the time would not allow a basement that close to the edge of Little Pond. The owner appealed, lost, and never filled in the basement. In 1997 the shoreland ordinance was updated and now would allow a basement. After discussing this with the city attorney, the board approved the application with a condition that the city work out a consent agreement with the applicant.
Gebung Road: Also on Aug. 20, board members recommended the addition of a sidewalk and possibly a bus stop area to preliminary plans for a nine-lot, single-family subdivision on property on Gebung Road owned by Boucher Painting, Inc.
Private way: On Aug. 6, the board approved an application for a private way with access to Littlefield Road in Springvale to be called Plante Lane. A driveway was installed years ago and because of lot splits it needs to be designated a private way, which would provide lot frontage for lots and future lot splits.
