Apartment Project Takes Shape at Jagger Mill

A major redevelopment project is turning the historic Jagger Mill building in Springvale into 86 market-rate apartments that should be ready this fall. Chinburg Properties, based in Newmarket, NH, has replaced windows and started work on the interior of the 70,000-square-foot brick mill on Water Street.

The project marks the largest mill redevelopment in Sanford’s history and represents a significant investment in both housing and historic preservation, city officials say.

The building has long been a part of Sanford’s industrial heritage. It initially housed weaving operations for the Goodall-Sanford mills before being purchased in 1956 by the Jagger Brothers Company, which relocated its yarn-spinning operations from South Sanford. For decades, generations of the Jagger family produced their well-known yarn in the facility, continuing operations there until 2019. Worsted Spinning New England then carried on the work in the building, which also housed the retail Jagger Spun operation, until 2024.

Chinburg Properties, known for its extensive portfolio of mill redevelopment projects across Maine and New Hampshire, plans to preserve the building’s historic character while introducing modern amenities such as energy-efficient systems, shared community spaces, bicycle storage, and a dog wash area.

Local leaders say the project will have a meaningful impact on the community.

“This investment in Sanford not only preserves an important historic asset but also helps address critical housing needs and contributes to easing the statewide housing shortage,” said Keith McBride, executive director of the Sanford Regional Economic Growth Council. “It will support our workforce and provide opportunities for residents to age in place.”

Pre-leasing will begin this summer with move-ins expected in fall 2026 and the full project completion anticipated by the end of the year.
